Drones · Air traffic management
Majal
One airspace. Every drone. Every rule.
An Arabic-first drone traffic management platform where operators fly, aviation authorities approve and supervise, and every flight is checked against the country's rules, before take-off and in flight.
- Available on demo
Highlights
- AI that helps decide, never a model that decides: only a person approves flights and commands.
- Both editions share the same rules and the same live picture of the sky: requests reach the authority in seconds.
- Open rules: every rule is readable, versioned and tested (GACA, GCAA and DCAA packs provided as examples).
- Data stays in the country: deployable on the authority's own servers.
- Honest by default: what cannot be assessed is flagged as such, and a rule only blocks after validation by a named expert.
Overview
Across the Gulf, authorities are issuing the first drone traffic management licences and commercial permits, and operators are growing their fleets for inspection, delivery, security and mapping. Yet most still deal with the regulator through forms and emails.
Majal (مجال, "airspace" in Arabic) connects the drone to the cloud, the operator to the regulator and every flight to the country's rules. One platform runs in two editions: Majal Sovereign, a national airspace system hosted by the authority, and Majal Operations, a cloud for operators, with online sign-up and a first flight the same day.
Flight decisions rely on readable, versioned and tested rules and physics; AI explains and answers but stays out of the safety loop. The interface is Arabic-first, then English and French, and can be white-labelled.
The problem
Across the Gulf, authorities now issue drone traffic management licences and the first commercial permits, and operators are growing their fleets. Yet most still deal with the regulator through forms and email, and safety checks rely on the pilot's memory. Authorities need to see every drone and change their rules without an IT project; operators need a single tool, whatever the drone brand.
The AI solution
Majal connects the drone to the cloud, the operator to the regulator and every flight to the rules that apply to it. One platform, two editions: Majal Sovereign, a national airspace system hosted by the authority under its own name; Majal Operations, a cloud for operators, with online sign-up and a first flight the same day. Flight decisions rely on readable, tested and auditable rules and physics; AI explains, summarizes and answers, but stays out of the safety loop.

How it works
Sign up
The operator creates a workspace online and invites pilots and operations managers.
Connect drones
PX4 and ArduPilot through the majal-edge agent (one enrolment code per drone), DJI through DJI Cloud.
Request a flight
Area, drone, pilot, altitude and time; the country's rules check the request in seconds.
Fly under supervision
Compliant flights proceed, sensitive ones go to the authority; every drone is tracked live.
Prove compliance
Every request, decision, alert and command is kept, with who and when.
How a flight works
Request
The operator draws the area and picks the drone, pilot, altitude and time.
Check
Within seconds, the country's rules check zones, altitude, licences and timing. Each finding cites its rule.
Authorization
Compliant flights proceed. Night, beyond-line-of-sight or restricted-zone flights go to the authority.
Flight
Majal tracks every drone live and alerts as soon as it leaves its approved area.
History
Every request, decision, alert and command is kept: who, and when.
Features in detail
Live airspace
All drones (DJI, PX4, ArduPilot) on one map, with position, altitude, speed and battery, checked against their approved flight volume.
Authorizations in seconds
The rules engine checks zones, altitude, licences and time; each finding cites the rule applied.
Operator dashboard
Active and pending flights, fleet, pilots and open compliance alerts, in one place.
The Copilot
Questions in Arabic, English or French about drones, parameters, flights and alarms; sourced, read-only answers, tested at every change.
Configuration check
Before take-off, autopilot parameters are checked against 28 rules from the PX4 and ArduPilot documentation and against flight physics.
One platform for authority and operator
Both editions share the same rules and the same picture of the sky: requests reach the authority in seconds.
Signed remote commands
Land, return, hold, take off, go to a point: requested by a person, signed, with optional dual approval and verification on the drone.
Country rules as packs
Each regulation is a versioned, tested rule pack updated by the authority; a new country is a new pack.
Use cases
Civil aviation authority
Majal Sovereign, hosted in-country under the authority's name, shows all traffic and applies zones and bans immediately.
Civil aviation authorities and air navigation service providers
Giga-project
A large project that manages its own airspace tracks every drone and approves its contractors' flights.
Giga-projects
Infrastructure inspection
Teams plan flights, check drone configuration before take-off and keep proof of compliance.
Energy and utilities
Security and mapping
A multi-brand fleet is run from one tool, with alerts as soon as a drone leaves its zone.

Frequently asked questions
Does AI decide on flights?
No. Decisions rely on readable, tested rules and physics; only a person approves flights and commands, and the Copilot stays read-only.
Which drones are supported?
PX4 and ArduPilot through the majal-edge agent, and DJI through DJI Cloud, on one map.
Where is data hosted?
Majal Sovereign is deployed in-country, on the authority's servers; Majal Operations is the cloud for operators.
Are the provided rules validated?
Not yet. The Saudi and UAE packs are illustrative and must be validated with each regulator; a rule only blocks after validation by a named expert.
How can we take part?
ScaleX is opening a small number of pilot programs with authorities and large operators in the Gulf; contact: support@scalexi.ai.
